Harmony`s water tower is currently being repainted, although recent rains have slowed progress. The newly completed city logo will also be painted on both sides of the water tower. Julie Lau, a Harmony resident, addressed City Council at its October 10 meeting during the public forum portion of the meeting. She asked who was responsible for enforcing municipal ordinances and Mayor Steve Donney told her that the local police would be the one to call if they found that an ordinance was not being followed. Mayor Donney said that if Lau or anyone else sees a city order violated, they should call the police to report it. Mayor Donney assured her that it did, but Lau disagreed, saying she often saw them sitting in their parked squad cards. “I think our service stinks,” she said. She recommended that council review the agreement between the City and law enforcement and ensure that it is respected. “The rules are for everyone,” Lau said.

She believes that exceptions are made for some people so that they do not have to follow city orders. The city`s tanker truck sold for about $1,300 and the excavator for about $1,100. Johnson pointed out that this is more than they would have gotten if they had been scrapped. An assessment hearing was scheduled for the Nov. 14 City Council meeting. The members of the council are responsible for the different departments. The city maintains its own streets, has its own water system. Contracts for garbage collection, park and cemetery maintenance and provides street lighting. Regulations are in place to address harassment and other violations. The Washington County Sheriff`s Office regularly patrols the area, and the Harmony Valley Fire Department provides fire protection for the entire valley. Lau said she had read the agreement the City of Harmony had with its law enforcement officials and noted that there should be a connection between them.

She asked who that link was. City attorney Greg Scheiber did not know who, but agreed to investigate and ensure the agreement was properly respected. ACN continued to work on financing the proposed road extension project. EDA members, along with other Harmony residents, presented the project to the Minnesota Legislative Citizen Commission on Resources, or LCCMR, made up of senators, representatives, and citizens of the state. The committee decides where the proceeds of the Minnesota lottery go. “It was a very encouraging trip,” Ilgg noted. The water loop project at the wastewater treatment plant has been completed. Mayor Donney thanked Lau for her contribution and assured her that it would be taken into account.
